Qualifications:
 
Very good knowledge of electronics and engineering.
Certificates containing STCW 2010 and amendments Section A-III/6
Leadership skills and commitment to lifelong learning
Adequate knowledge of the English and Russian languages
 
 
Duties and Responsibilities:
 
Monitor the operation of electrical, electronic and control systems:
Prime movers, including main propulsion plant, engine-room auxiliary machinery, steering systems, cargo handling systems, deck machinery, hotel systems.
 
Knowledge of:
• Electro-technology and electrical machines theory
• Fundamentals of electronics and power electronics
• Electrical power distribution boards and electrical equipment
• Fundamentals of automation, automatic control systems and technology
• Instrumentation, alarm and monitoring systems
• Electrical drives Technology of electrical material
• Electro-hydraulic and electro-pneumatic control systems
• Appreciation of the hazards and precautions required for the operation of power systems above 1.000 volts
 
Monitor the operation of automatic control systems of propulsion and auxiliary machinery. Preparation of control systems of propulsion and auxiliary machinery for operation.
 
Operate generators and distribution systems:
• Coupling, load sharing and changing over generators
• Coupling and breaking connection between switchboards and distribution panels
 
Operate computers and computer networks on ships:
Understanding of:
1. main features of data processing
2. construction and use of computer networks on ships
3. bridge-based, engine-room-based and commercial computer use
4. operation of all internal communication systems on board
 
Maintenance and repair of electrical and electronic equipment:
• Safety requirements for working on shipboard electrical systems
• Maintenance and repair of electrical system equipment, switchboards, electric motors, generators and DC electrical systems and equipment
• Detection of electric malfunction and measures to prevent damage
• Construction and operation of electrical testing and measuring equipment
• Function and performance tests of the following equipment and their configuration: monitoring systems, automatic control devices, protective devices.
• The interpretation of electrical and electronic diagrams

 

Selection and use of hand tools, measuring instruments, and testing equipment are appropriate and interpretation of results is accurate. Dismantling, inspecting, repairing and reassembling equipment are in accordance with manuals and good practice. Reassembling and performance testing is in accordance with manuals and good practice.
 
Maintenance and repair of automation and control systems of main propulsion and auxiliary machinery:
• Safety and emergency procedures
• Safe isolation of equipment and associated systems required before personnel are permitted to work on such plant or equipment
• Practical knowledge for the testing, maintenance, fault finding and repair
• Test, detect faults and maintain and restore electrical and electronic control equipment to operating condition
 
Maintenance and repair of bridge navigation equipment and ship communication systems.
 
Maintenance and repair of electrical, electronic and control systems of deck machinery and cargo-handling equipment
 
Conduct Preventive Maintenance
Preventive maintenance is a critical aspect of the work of Electro-Technical Officer in maritime industry. It involves conducting regular inspections and maintenance tasks on shipboard electrical systems and equipment to identify potential problems and prevent them from becoming major issues. Preventive maintenance tasks can include visual inspections, testing of electrical systems and equipment, insulation and resistance tesntig, cleaning of equipment, and replacing worn or damaged parts. These tasks must be
performed regularly to ensure that shipboard electrical systems and equipment are functioning properly and to identify and address any potential issues before they become more serious. Preventive maintenance also requires careful record-keeping and documentation.
 
In addition to conducting preventive maintenance, Electro-Technical Officer must also be able to respond quickly and effectively to emergency situations. This may include troubleshooting complex electrical problems, making emergency repairs, or coordinating with other members of the ship's crew or service on a shore to ensure the safety of personnel on board.
 
Train and Supervise Personnel
They must ensure that all personnel are trained in electrical safety procedures and that all equipment is properly grounded and insulated. Electro-Technical Officer must also supervise other personnel who are involved in maintaining and repairing electrical systems. This can include electricians, technicians, and other engineers.
 
Budgeting and Cost Control
This involve finding more cost-effective materials, negotiating better pricing with suppliers, or finding ways to reduce labour costs without compromising safety or quality. Electro-Technical Officer must also be able to manage the budget for the repairs throughout its lifecycle. This involves tracking expenses against the budget, monitoring progress against the schedule, and identifying potential budget overruns or risks that may impact the repairs financial success.
